The April 2026 ADA Digital Accessibility Deadline: Your Roadmap to Compliance

Understanding WCAG 2.1 Level AA compliance requires more than just technical knowledge—it demands a fundamental shift in how we think about digital experiences. The Web Content Accessibility Guidelines cover a wide range of recommendations for making web content more accessible to people with disabilities, including accommodations for blindness and low vision, deafness and hearing loss, limited movement, speech disabilities, photosensitivity, and combinations of these disabilities.

The guidelines are organized around four core principles, known by the acronym POUR:

1. Perceivable
   • Information and user interface components must be presentable to users in ways they can perceive. This includes:
     – Providing text alternatives for non-text content like images and videos
     – Creating captions for audio and video content
     – Ensuring adequate color contrast (minimum 4.5:1 ratio for most text)
     – Making content adaptable to different presentations without losing information
2. Operable
   • User interface components and navigation must be operable by all users. Key requirements include:
     – Full keyboard accessibility for all functionality
     – Providing users enough time to read and interact with content
     – Avoiding content that could cause seizures (no flashing more than three times per second)
     – Clear navigation and focus indicators
3. Understandable
   • Information and the operation of the user interface must be understandable. This encompasses:
     – Readable and predictable content
     – Clear labels and instructions for forms
     – Consistent navigation across pages
     – Input assistance and error prevention
4. Robust
   • Content must be robust enough to work with current and future technologies, including assistive devices like screen readers, magnification software, and alternative input devices.

WCAG 2.1 Level AA includes 50 success criteria or requirements that must be met for full conformance. Each criterion addresses specific barriers that people with disabilities might encounter when accessing digital content.

Many organizations underestimate the breadth of digital assets affected by these regulations. The rule applies to web content that a state or local government provides or makes available, including when they have an arrangement with someone else who provides or makes available web content for them.

This includes:

• Public-facing websites and web applications
• Mobile applications (both iOS and Android)
• Online forms and transactions
• PDFs and other downloadable documents
• Video and audio content
• Social media posts (with some exceptions)
• Third-party content embedded or contracted

If a county web page lists addresses and hours of operation for all county parks, that web page must meet WCAG 2.1, Level AA even if a local web design company made the web page and updates it for the county. Organizations cannot simply outsource their compliance obligations—they remain responsible for ensuring all digital content meets accessibility standards.

While the requirements are comprehensive, there are limited exceptions for some kinds of content that are not as frequently used or that may be particularly hard for state and local governments to address right away. Understanding these exceptions is crucial for prioritizing remediation efforts:

• Archived Web Content
  • Content that predates the compliance deadline, is kept only for reference or research, resides in a clearly marked archive area, and hasn’t been updated since archiving may qualify for this exception. However, even archived content must be made available in an accessible format upon request.
• Preexisting Conventional Electronic Documents
  • PDFs, Word documents, PowerPoint presentations, and spreadsheets posted before the compliance deadline generally don’t require immediate remediation—with one critical caveat: Documents that are currently being used to apply for, access, or participate in a state or local government’s services, programs, or activities do not fall under the exception even if the documents were posted before the compliance deadline.
• Password-Protected Individualized Documents
  • Personal documents like water bills or tax statements that are password-protected and specific to an individual account may be exempt, though the platforms hosting them must still be accessible.
• Third-Party Content
  • Content posted by members of the public on government platforms may be exempt, but the platform itself must be accessible.
• Preexisting Social Media Posts
  • Social media posts made before the compliance deadline don’t need retroactive remediation, but all new posts must be accessible.
• The PDF Accessibility Challenge
  • PDFs represent one of the most significant accessibility challenges for organizations preparing for the 2026 deadline. Millions of PDF documents exist on websites, intranets, and digital repositories, and it can sometimes be hard to make these documents meet WCAG 2.1, Level AA.Traditional PDF remediation is time-consuming, expensive, and requires specialized expertise. Manual tagging, adding alternative text for images, ensuring proper reading order, creating accessible tables, and validating compliance can take hours per document—an impossible burden for organizations with extensive PDF libraries.
